In other words, while the policy allows Facebook to collect and use user information for research purposes, it does not allow Facebook to conduct interventions in which it manipulates feeds shared with users in order to try to control their emotions as part of a research experiment.

Between 1961 and 1965 - during the entire time that Dr. Terry was heading the Public Health Service as Surgeon General - the Service was conducting an unethical and racist study in which it denied antibiotic treatment to African American men with advanced syphilis in order to observe the debilitating and fatal long-term sequelae of this essentially 100% treatable infection.

With this disregard for the basic principles of science, the FDA is undermining literally decades of public education about the severe hazards of cigarette smoking. The FDA is negating the benefits we have accrued from the tobacco companies halting their own undermining of the public's appreciation of smoking's hazards because the agency is now doing that work for the tobacco companies.
