In a recent in Forbes magazine, Jacob Sullum reviews some of the evidence which demonstrates that many former smokers have quit smoking successfully using electronic cigarettes as a cessation aid. Sullum writes:

This is quite a twist, since usually Congress oversees the enforcement of laws. Here, Representatives Waxman, Harkin, and Welch are requesting that their state Attorneys General violate the law by illegally enforcing an invalid contract.

"Many publications and statements by researchers, nongovernmental and governmental agencies and the wider mass media mistakenly refer to e-cigarettes as tobacco products. For example, e-cigarettes were referred to as tobacco products in approximately one in four abstracts about e-cigarettes at the 2014 Annual Meeting of the Society for Research on Nicotine and Tobacco in Seattle [1]. The same error can also be found in the peer-reviewed literature and in writing by influential agencies. For example, the US Center for Disease Control and Prevention website states that ‘emerging tobacco products such as e-cigarettes and hookahs are quickly gaining popularity’ [2]. While it is true that the vast majority of e-cigarettes use a nicotine containing solution that is extracted from the tobacco plant, this is similar to nicotine replacement therapies (NRT) and, unlike ordinary tobacco cigarettes,

The most baffling part is raising the taxes on electronic cigarettes will only return 25 million dollars. A large number to us regular folks, but it is only 2.5% of the budget deficit. So basically it won’t even make a dent. Also raising the cigarette tax an additional 50 cents would yield 50 million dollars. So by that logic, an additional 25 cents for the regular cigarettes would cover the entire return of electronic cigarettes!

mat cost anywhere from 20 up over 50 and the replacement cartridges will set you back around 700-1000 for a year. This is based on smoking the equivalent of 20 e-cigarettes a day. Analogue smoking would set you back well over 2,500 per annum for the same amount of puffing.

The truth, in fact, is that NJOY's explicit value proposition is that it is trying to eviscerate the combustible cigarette market. While NJOY has the courage and values to stand up and work for the decimation of combustible cigarettes, that is something which Senators Rockefeller, Boxer, and Blumenthal do not have the fortitude to do. Instead, they have supported the institutionalization and protection of the tobacco cigarette market and are doing everything they can to protect real cigarettes from potential competition from far safer, fake ones.
