This argument is fallacious, I believe, because there are many things that changed from one cohort to the next. The introduction of cigarette filters is only one such change. To assume that any observed changes in cancer risk from one cohort to the next must be attributable to one particular change - the filter - is not appropriate, in my view.

That the CDC has apparently drawn pre-determined conclusions about these questions is both inappropriate and unfortunate. And it is not only unscientific but it precludes the agency from making evidence-based decisions or recommendations.

Instead, what we need are FDA regulations that will prevent the marketing of electronic cigarettes to youth. An outright ban on e-cigarette advertising is neither sensible nor constitutional.
