They report that one year after entering the study 7.4% of the young adults reported ever using e-cigarettes (21.6% among baseline current smokers, 11.9% among baseline former smokers, and 2.9% among baseline nonsmokers). Put another way, 11.9% of people who had quit smoking before the study started were using e-cigarettes at the end as were 2.9% of people who had never smoked. For these people, e-cigarettes were a pathway to renewed or new nicotine addiction."

The report concludes by calling on the Food and Drug Administration to remove candy-flavored NRT products from the market and to regulate the marketing of NRT so that it does not appeal to or target youths.

The major purpose of regulating advertising in the first place is to prohibit companies from deceiving consumers. But by precluding companies from telling consumers the truth, the CAP's regulations actually ensure that consumers are deceived. There is no legal nor public health justification for this campaign of deception. It protects cigarette profits at the expense of the lives and health of UK citizens.
