The study enrolled 1,074 patients with cancer who were smokers and were therefore referred to a tobacco treatment program at a comprehensive cancer center during the years 2012 and 2013. Smoking status, nicotine dependence, and e-cigarette use was assessed at baseline and the patients were followed for six-month. The primary outcome was smoking cessation, measured as seven-day abstinence at follow-up.

Later in the article, the FDA reiterates its position: "while the inhaled compounds associated with e-cigarettes may be fewer and less toxic than those from traditional cigarettes, data to establish whether e-cigarette use as a whole is less harmful to the individual user than traditional cigarettes are not conclusive."

Sadly, although the Surgeon General's report draws conclusions about the health impact of filtered cigarettes, it only cites one of these seven studies (the Luchtenborg study). It hides this study's finding that this increased colon cancer risk was only detected among smokers of non-filtered cigarettes!
