One of my first assignments at the Office on Smoking and Health at CDC was to evaluate the evidence regarding the relationship between changes in tar yield of cigarettes and the risk of lung cancer. I examined the literature regarding both the introduction of the filter and other design changes that subsequently led to very low tar yields. My conclusion was that the filter itself produced a massive decline in tar yields, so great that even with smoker compensation, the lung cancer risk declined. However, further declines in tar yields were apparently not sufficient to overcome compensation, and lung cancer risks did not decline any further. Thus, my conclusion was that the filter produced small but measurable declines in lung cancer risk, but low-tar cigarettes within the filtered cigarette category conveyed no decrease in lung cancer risk.

There is little question that electronic cigarettes are much safer than tobacco cigarettes (even Glantz himself admits that). And further, there is little question that the most important piece of information consumers need in deciding whether to continue to smoke real cigarettes or switch to the fake ones is that the fake ones don't contain or burn tobacco and are therefore much safer than the real tobacco cigarettes.

Currently under consideration in several states, is legislation that would tax electronic cigarettes as traditional tobacco cigarettes, which would be much costlier for consumers. For example, North Carolina currently taxes consumers 45 cents per pack, or 12.8% of the cost of traditional cigarettes and other tobacco products like snuff, cigars and chewing tobacco. Reynolds a large backer of the proposed legislation state’s “many smokers are switching from tobacco cigarettes to e-cigarettes, adding “vapor devices carry less health risk because no tobacco smoke is produced.” “We don’t want to create disincentives for smokers to try it.”
