The problem with what Dr. Glantz has done is that he is already disseminating the "answer" to this important research question without having actually done the research. That obviates the need to do the research because it is too late. The answer has already been disseminated, and it is going to affect important public policy as well as clinical decisions.

In 2014, the tobacco companies have changed their behavior and have ceased and desisted from arguing that even major differences between cigarette brands render them different in terms of overall public health risk. In fact, Philip Morris has explicitly the following: "As of today ... there is no cigarette on the market that public health organizations endorse as offering 'reduced risk.' If smokers are concerned about the risks of cigarette smoking, the best thing to do is quit."

That the CDC has apparently drawn pre-determined conclusions about these questions is both inappropriate and unfortunate. And it is not only unscientific but it precludes the agency from making evidence-based decisions or recommendations.

The reference which supports this assertion is a by Dutra and Glantz which purports to provide data showing that electronic cigarettes are "aggravating the tobacco epidemic among youth."
