A group of Congressmembers today released a report that criticizes pharmaceutical companies for targeting kids with candy-flavored nicotine replacement products. In addition to using appealing flavors, the report says, the pharmaceutical companies are attracting youth by using social media, sponsorship of youth-oriented events, and television and radio advertisements that reach substantial youth audiences. The report, entitled "“Gateway to Addiction? A Study of Nicotine Replacement Product Manufactureres and Marketing to Youth," is the first investigation of tactics used by pharmaceutical companies to market nicotine gum and nicotine lozenges to youth.

For one thing, it puts the government in the business of promoting smoking. It removes any incentive for the legislature to support any strong actions to reduce smoking. Were that to happen, the Philadelphia school system would go under. Does it not seem somewhat perverse that in order to support public education for Philadelphia children, we need to hope that people continue to smoke at high rates?

Because this research was funded by the federal government (by the Army Research Office, to Cornell), it is subject to the human subjects research requirements. In addition, the involvement of two researchers at academic (federally-funded) institutions requires that the research be approved by an Institutional Review Board. Apparently, the research was approved by an academic IRB, a decision which I publicly question, for the above reasons.
