This morning, the FDA finally released its draft for electronic cigarettes. Here is my initial take on these draft regulations from a public health perspective. I have divided my analysis of the 241 pages of provisions into three sections: the good, the bad, and they ugly.

If this study leads some smokers to smoke inside because they believe the researchers, who say that thirdhand smoke is no less harmful than secondhand smoke, then this could lead to serious public health harm to children.

• The truth is that the study we relied upon did not measure the time course of electronic cigarette and cigarette use. Thus, it could not determine whether the kids who were using both cigarettes and electronic cigarettes had initiated with smoking or with electronic cigarettes.
