In other words, there appears to be strong evidence that in the UK, electronic cigarette use is not serving as a gateway by which nonsmokers are becoming addicted to nicotine and then progressing to real cigarette smoking.

I will address each of these two provisions of the deeming regulations, showing why they represent a devastating blow to the public's health and a huge gift for combustible cigarettes and in turn, for cigarette-related disease and death.

Dr. Henningfield: "Dr. Henningfield is a Principal at, and derives most of his income from, Pinney Associates, a firm that currently provides to GSK on an exclusive basis consulting services regarding smoking-cessation products. His formal title is: Vice President, Research & Health Policy. Through his association with Pinney Associates, Dr. Henningfield advises GSK specifically on the development of nicotine-replacement therapies and treatments for tobacco dependence. Pinney Associates has received on average more than $2 million per year in revenue from pharmaceutical companies, more than half of which relates to smoking-cessation products. In addition, during the last decade, Dr. Henningfield has received grant support for research and writing from GSK on at least eight occasions. Dr. Henningfield is also a partner in a company that holds patents for a nicotine replacement-therapy product. He has estimated that, if thess patents are successfully licensed, they could be worth more than $1 million to him as a partner in that company. Thus, Dr. Henningfield has a financial interest in bringing about regulatory policies that will drive current smokers to use nicotine-replacement-therapy products."

Lorillard actually made a decision not to make its disposable electronic cigarettes available in the candy flavors that Blu had been selling prior to Lorillard's acquisition of Blu. Far from demonstrating that tobacco companies are trying to create "new" nicotine addicts, the evidence suggests that Big Tobacco companies are carefully trying to avoid youth customers. They realize that high levels of electronic cigarette use among youth will lead to a quick demise to their business from this innovative product.

In 2014, not even the tobacco companies would dare to suggest that minor changes in cigarette design could lead to substantial improvements in the public health safety of these products. And any company that did would be charged immediately into the courtroom. But there is one entity that is still spewing this crap to the public. Shockingly, it's our own government, and its leading supposed tobacco control agency.
