The study enrolled 1,074 patients with cancer who were smokers and were therefore referred to a tobacco treatment program at a comprehensive cancer center during the years 2012 and 2013. Smoking status, nicotine dependence, and e-cigarette use was assessed at baseline and the patients were followed for six-month. The primary outcome was smoking cessation, measured as seven-day abstinence at follow-up.

This move will be destructive to the public's health. It will literally cause disease and death by increasing cigarette consumption. The proposed tax is high enough that it will deter many smokers from quitting by using electronic cigarettes. It may even result in some vapers returning to cigarette smoking because the economic advantage is no longer present.

That the FDA is not sure whether smoking is any more hazardous than vaping does not say a lot for the agency's scientific standards.
