Adding to the long list of tobacco control practitioners who have publicly declared that smoking may be no more harmful than vaping - which involves no tobacco and no combustion - a South Carolina respiratory therapist is telling patients that they should not quit smoking using electronic cigarettes because these devices may be more dangerous than tobacco cigarettes, which kills more than 400,000 Americans each year.

However, the deeming regulations take away both the prospect of innovation and the incentive to introduce new products. Essentially, these regulations freeze the current market of electronic cigarettes, or at least of those electronic cigarettes which were most like the products already on the market in 2007.

The basic framework that the FDA has proposed to regulate e-cigarettes is that every product on the market (except a very few that were already on the market as of February 2007) must submit a new product application. These applications must demonstrate to the FDA that the introduction of the product to the market is appropriate for the public's health.
