In a recent in Forbes magazine, Jacob Sullum reviews some of the evidence which demonstrates that many former smokers have quit smoking successfully using electronic cigarettes as a cessation aid. Sullum writes:

The Annapolis hospital's new hiring policy might be controversial, but it is legal in Maryland and more than half of the United States. ... Anne Arundel Medical Center, like a growing number of health systems, universities and other businesses, will require a urine test for nicotine use for all applicants starting next July. The policy ... covers not only cigarettes, but cigars, pipes, snuff and e-cigarettes."

According to the of the grant proposal, the research question that the lab team is proposing to investigate is as follows: "The goal of this application is to determine the effects of Third Hand Smoke on wound healing. ... It is known that first-hand smoke and secondhand smoke (SHS) inhibit wound healing but nothing is known about the effects of third-hand smoke (THS) on wound healing. ... To address this problem, we will use mice, expose them for 6 months to THS present in their cages and, at the end of the exposure period, we will perform wounds on their backs and study the time course of healing by examining not only the wound areas but also the properties of the tissues."

The Northampton Board of Health may not have created public health regulations that have any consistency or science base. However, they have created an excellent entry for the 2014 Hypocrisy of the Year Award.
